Default Stat dec or solicitor?

Having signed more than my fair share of stat decs in a previous life I have to wonder how a stat dec could possibly take the place of a contract. One is a declaration by one party while the other is an agreement between two or more parties.

Please Help.
Thanks !

I didn't find the right solution from the internet.

statutory declaration is a formal statement made in a prescribed way affirming that something is true to the best knowledge of the Declarant, being the person making the declaration. The statutory declaration will need to be signed in the presence of a solicitor, commissioner for oaths or notary public.
